I would like to take the liberty of responding to this entire list regarding this question as this issue of using the internet with and to educate those with low literacy is one of the keystone areas of concern in the digital divide arena.
I have put together a brief bibliography and webliography of sources about resources on the internet pertinent to low literacy as well as sources about the effectiveness and the quality as a learning tool that those with low literacy find the internet to be.
