Policy paper on ICT Education? Sounds interesting. Indeed! Please check out some papers on political economy of communication and culture and also contact Professor Robin Manasell of the London School Of Economics. She may be of some help or advise to you in this regard.
I myself am a student at the London School of Economics, Having formerly worked as the Vice-President of an Indian Television network, I have become very interested in ICT policies and how they apply ti the developing world.
