Vikas: My husband's company, RunTime Technologies <www.runtime.com>, has built similar applications using their Java-based web content management framework. Theirs is a hybrid of open source and commercial technologies. I know they currently do work for both the Columbia University Law School and the Business School, Kaplan Test Prep, Merril Lynch, JPMorganChase, and a number of other companies -- including a number of non-profits (eg: they did the MoMA2000 site way back when and just recently the Democratic Senatorial Campaign Committee).
