I think this "preservation" act is a sham. plain and simple. There is NO
provision for municipalities to be able to offer services to underserved
communities UNLESS the private sector "fails" at it, whatever that means. if
you never do something, then how can you fail?
the truth is, this is a more nicely worded version of the same junk that has
been making the rounds in states. It is really the "Telecommunication
Innovation PREVENTION Act of 2005" and we need to bring together the most
complete coalition possible to kill this thing before it gains additional
signatories.
