---TELECOMMUNICATIONS REGULATION PROGRAMME IN
SINGAPORE (26th to 30
September)

Lirne.Net from Sri Lanka and the Nanyang Technological
University (NTU) of
Singapore, are holding an excellent telecommunications
event in
September in Singapore. The week long government
training programme in
Singapore will invite regulators from all over the
world. On Ffriday of that
week, we will conclude with a special private sector
event called the World
Dialogue on Regulation (WDR) aimed at pte sector
topics and interests.
Brochure is attached. This is an excellent event for
networking.

The purpose of the WDR Expert Forum is to present and
discuss the research,
whilst it is still being developed, with a wider
audience of experts and key
stakeholders, including several current and former
regulators (including
Professor Jens Arnbak of OPTA, The Netherlands & Dr.
Harsha Vardhana Singh
of the TRAI, India) that will be present. Many of the
issues that will be
discussed are ones gaining much attention in the ICT
policy arena. For
example the least cost subsidy auctions that have been
successfully
implemented in Latin America, are also being adopted
by Nepal, India and Sri
Lanka. The crucial role of encouraging low-cost
backbone network development
which is behind the Korean success is explored in
relation to a number of
less developed countries in the Expert Forum. Also,
Wifi related topics.

----CONFLUX THE E-GOVERNMENT CONFERENCE IN INDIA
(17-19 October)

Center for Science, Development and Media Studies
(CSDMS) in collaboration
with Government of National Capital Territory of Delhi
is organizing Conflux
2005: The e-Government Conference at The Grand, New
Delhi, India from 17-19
October, 2005.

The Department of Information Technology, Government
of India, Government of
Delhi, IIT Delhi, Danish Technological Institute
(DTI), and Technical
University of Denmark (DTU) Commonwealth Center for
e-Governance, Technical
University of Denmark are some of the key partners for
the conference.

This conference is backed by the three leading ICT
magazines in India,
namely e-gov (The first monthly magazine on
e-governance in Asia), i4d (The
first monthly magazine on ICT4D) and [EMAIL PROTECTED]
(The Asian GIS
Monthly).

Senior government officers and stakeholders on
e-Government from Asia,
Europe and the international agencies besides the
Indian e-government
stakeholders are participating in the conference. The
action points emerging
from each session will form the part of the conference
report, which will be
forwarded to Govt. for further action.

Conflux 2005 is designed to help attendees address
these challenges and
provides practical, actionable knowledge through
sharing of better learning
practices, presentation on e-government case studies
from various Indian
states and also from other Asian countries. The
