Plenty. In fact, in Radio Shack in Trinidad and Tobago today, I saw one
specifically for cell phones for less than $100 U.S. Really smooth
looking. Or, for an order of magnitude lower, you can build a solar kit
that costs less than $10.

The solar batter recharger generates electricity and stores it in a
battery which can then be used to charge other batteries.

100% Agreed. But - that's if their connections are still up. In the wake
of Katrina, it's unlikely that they had the ability to extend WiFi in
there. The TCP/IP enabled military vehicles are a completely different
storry, but probably those networks weren't open (if they were there)
for security reasons.
