The first thing that comes to my mind is "Who is complaining and Why". I am 
sure the rate of computer literacy will be reduced by 90% without old Pc's at 
least in Nigeria which was specifically mentioned, where I work and live. To me 
the perceived problem has created an opportunitry for waste recycling business 
which with proper education could be a waste to wealth sucess story for the 
millions of unemployed. A solution in this direction also have advantages. Let 
the organisation think of how to encourage proper disposal than discourage old 
Pc's to developing countries.
