Dear all,

Most Asian / African countries are ranked far below the world average in the
e-Readiness Index prepared by UNPAN. ( http://www.unpan.org/egovernment5.asp
).

USA ranks highest in the world with 0.9062. Kazhakhistan ranks 65 in the
world and the highest in South and Central Asia with a rating of 0.4813.
Mauritius ranks 52 in the world and the highest in Africa  with a rating of
0.5317.

Can we transform this situtation, by optimum investment in ICT and better
utilization of existing resources? Can a utilization audit be conducted by
an independent agency and a roadmap eveolved? Can we have milestones created
for citizens services to be available anytime, anywhere?

Can back office computerization be taken-up for a paper-less office, for
transparency and accountability?

We are ready to support any such initiative, as already done in Tamil Nadu
and Pondicherry States in India.

'e-Administration' (e-Admn), is a Less Paper Office, Communication and
Collaboration Tool, for Work-Flow and Document Management in organizations,
particularly, Government orgnizations, as a part of the e-Governance
initiatives.

Item  20 of the speech, reads as follows: "Industrial Guidance Bureau with
integrated e-Platform has been established by substituting single window
clearance system to spped up the process of industrial clearance /
permission for setting up of new industrial units. A total of 21 Departments
including Municipalities / Commune Panchayats have been integrated with a
dedcated electronic networkfor granting permission to set up an industry and
also to commence  production".

The UN Global E-Government Readiness Report 2005: From E-government to
E-Inclusion, exploring the interlinkages between e-government and
development, presents an assessment of the countries according to their
state of e-government readiness and the extent of e-participation
worldwide. In Part I of Report, The UN Global E-government Survey 2005,
like its predecessors, ranks the 191 Member States of the UN according to a
quantitative composite index of e-readiness based on website assessment,
telecommunication infrastructure and human resource endowment. Underscoring
the importance of technological advancements, the role of the government
and human development, it presents a vision of the future with technology
led access-for-all.  Expanding the concept of  'real access' to ICT into
e-inclusion, Part II: From E-government to E-inclusion presents the
Socially Inclusive Governance Framework, which is a multi- pronged approach
to ICT-led real access, with a special focus on the need to promote
technology access and inclusion to the disadvantaged groups in society.
