Honestly, there's a lot of truth to this. People can certainly learn, of course (well, at least some people can), but experience definitely does not imply learning has actually occurred.
Contrary to popular belief (especially common HR belief), experience is NOT a consistent, commoditized thing. There's such a thing as quality of experience, and that has far more impact than quantity.
