Jon,

The puporse of ARES or any other emergency/disaster communications unit should 
make points of contact with potential users of their service before its 
requirement...i.e. making contact with the local law enforcement, fire 
department, city/county government officials or state officials and as many 
identified disaster relief organizations that you desire or are capable of 
supporting.

A small community of amateur radio volunteers might only be able to support 
local law enforcement or a fire department.  Larger groups might be able to 
support most of a cities requirement.

On thing to remember is that during a disaster, the local entities 
communications may be fully functional but the capability would not be able to 
handle any "surge" communications.  Here you can fill in the need for 
additional communications, even if the entities normal communications remain in 
tact.

the leader of the local emcomm group. To which agency would you report? 
To whom within the agency would you report? What would your duties be as 
leader of the emcomm group?

Report to the logistics director of the first responding agency. 
Co-ordinate all communications activities.
