Joe, The ITU simply gives us freqs/bands for particular services to operate on, 
they dont assign modes.  The IARU on the other hand, is the one that should 
step forward and do exactly what you are recommending, and with some guts at 
that.  The trouble with international agreements is that each govenrment has 
the right to go against the rules, when it feels it must.  Thats why you have 
some countries fishing the oceans out, and others fine their fishermen big-time 
for doing the same thing.  The UN, which is the diplomatic ground of all these 
agreements, is a volunteer organization, and all of their members join with the 
stipulation that they, not the UN are sovereign in their local rules and 
regulations.  Some just dont care where or what their amateur radio operators 
do, others are very strict in issuing licenses, but once the license is issued, 
have no staff to enforce rules and regulations.

  The only way that this issue is going to be solved is for the ITU to step in 
and set up band plans for each mode/bandwidth on each band more especially on 
the HF bands. I am not sure how often the ITU meets, every 3-5 years. Every 
country should have a member and provide input from their amateur operators. I 
believe most all countries have an origination very much like the ARRL here in 
the US. They could provide that member with the request/recommendation and come 
up with a plan that we all could live with

  Ham radio in an international hobby and all band plans should be the same 
throughout the world. Operating ham radio is not a "right" but a "privilege", 
we have the "right" to apply for a license. We also agree to operate by the 
rules and regulations set up by each country's government. If we don't like the 
rules and regs, we can ask for changes or just not operate. We have to look at 
all things when we want to make changes. What I like and want may not be what 
someone else likes and wants.
