Bonnie, I know exactly the set up world wide, having live and worked in many
countries.  Most government really don't give a hoot about ham radio, and
just let their operators go where and do what they want as long as they
don't get any complaints about them.  With the new 7.1-7.2 assignment coming
up, it is time to change things, and get people (governments) to agree to
some intelligent sub band assignments, or we are just going to have more and
more disagreements about who does what, where.

It may or may not be and "FCC" dysfunction.  Frankly, we had the majority of
the worlds hams, up thru the 50s or so, and if "common use" meant anything,
our operation methods/frequency use would have been made quasi-standard.
But, it wasn't, because everyone wanted to do "their own thing".  Even in
areas that had the full blown 40 meters, you would find locals using SSB
down in the portion where most of the worlds CW ops were, and not just for
DX contacts, but to talk to their cronies across town - thus making it all
but impossible for their own CW ops to decently hold QSOs on CW with DX
stations.

Proponents for "lazie faire" on the ham bands, really don't know what it is
like to put up with that, or many minds would suddenly change.

There is not one "volunteer" band plan that is worth its salt, if hams
world-wide don't adhere to it.
