All:

It's not necessary to run big power with JT65. 
Loud signals will only make it difficult for the 
mode to extract the weaker signals out of the 
noise. It has the capability to decode signals 
well below the noise floor; much more so than the 
HF digital modes we're use to.

I think it's a good idea to use the same 
rule-of-thumb for JT65 as you would with any other 
mode; use enough power necessary to make the 
contact. Just keep in mind that JT65 can decode 
signals you can't even hear.
