Did fresh reinstall and still had issues.  Accidentally had KPC#+ off when 
starting the connect process and turned it on after the Paclink displayed "Comm 
Port Open"  and it set up fine.  I tried over and over again and it seems to 
work fine if I wait to power the TNC on after the comm port is open.
