Short Description:
Senior Consultant is responsible for evaluating existing systems and/or new
user needs to analyze, design, recommend, and implement information system
changes.
Complete Description:
The Department of Health, Bureau of Information Technology seeks a skilled
resource to assist the Bureau setting up a general SiteMinder infrastructure
and in implementing SiteMinder for the Department's Clean Indoor Air Act web
application. This resource must have experience implementing SiteMinder and
Identity Manager using the Commonwealth of PA's Enterprise SiteMinder
Environment or experience implementing other SiteMinder installations. This
resource must possess knowledge and experience working with SiteMinder
Authentication and Authorization Stores, Policy Stores, Key Stores and
Policy Servers. This resource will be supervised by and will report to
Bureau of Information Technology staff. This experience must be on the
Windows Server 2003 platform.

Activities may include:
• Assess the Department's existing web applications and recommend an optimum
solution for implementing a basic SiteMinder strategy that can be leveraged
for the Department's web apps and for the Clean Indoor Air Act in
particular.
• Assist consultant and BIT staff implement SiteMinder for the Clean Indoor
Air Act web application.
• Set up SiteMinder Authentication and Authorization Stores as appropriate.
• Set up Policy Stores, Key Stores and Policy Servers as appropriate.
• Assess and validate solutions.
• Evaluate technology options for addressing business needs.
• Define requirements risk and response approaches.
• Ensure all changes to scope follow processes and are documented.
• Monitor project milestones and phases to ensure the project is on schedule
and within budget.
• Anticipate issues and proactively address them. Resolve conflicts with
sensitivity and tact.
• Identify and track issues.

This resource will be engaged for 40 hour work weeks, for a total of 1,432
hours.

Years of Relevant Experience: 8 to 11 years
Preferred Education: 4 year college degree or equivalent technical study or
advanced degree

Anticipate, identify, track and resolve issues and risks affecting own work
and work of the project team. Develop contingency plans as necessary.
Consistently provides accurate and detailed estimates
May analyze or recommend commercially available software or other IT
architectural components
Execution of all responsibilities with little direct supervision
Proficient in one IT architectural discipline
Proficient in developing and providing high-level executive briefings.
Mentor and coach peers
Provide knowledge transfer to peers
