*C.3 SCOPE OF WORK:*

*C.3.1 *This group is responsible for the design, construction and
maintenance of a world class web presence that educates and informs District
residents and other interested parties to the various policies, programs,
services and systems that constitute the District Government. The web
editors manage the website content; troubleshoot minor issues and respond to
emergency situations that require immediate public notification; and assist
and advise other District projects in integrating new content into the
dc.gov website. The Goal of the team is to maintain an accessible, readable,
easily navigable website; to provide current information and to present a
comprehensive view of the District Government. The existing website includes
some 200,000 web pages and forms for 13 portals and over 125 websites for
separate agencies, commissions and boards.



*C.3.2 *Provide onsite web editorial and development support for all
websites within the dc.gov portal. Follow and adhere to style guidelines and
standards as dictated by the Web Standards Kit (WSK), the Professional's
Guide to Web Standards for the District of Columbia. Work with content
management tools to manipulate text and maintain constant website integrity.
Provide website development support and maintain the website's navigation
and functionality of any new web pages. Work with other DC agencies to
develop new web content and websites. Review and test online applications
for functionality and ease of use, write headlines for the DC.Gov portal.
Write and edit content for DC.Gov websites, press releases, news items, and
promotional copies as required.



*C.4 Skills and Experience required of a Web Editor*

*C.4.1 *The contractor shall possess strong oral and written communication
skills along with the ability to present information and communicate ideas
electronically. The contractor shall have experience in website management
and technology, including site maintenance processes/procedures. The
contractor shall have an understanding  of customary programming languages
e.g., HTML, Java Script, Flash General familiarity with Content Management
Systems including Cimbrian's DSF. Must know and understand Web 2.0
technologies and have the ability to multi-task and handle large volumes of
requests that need to be completed within 24 hours graphics design
experience is not required, but would be an asset.



*C.4.2 *The position requires a bachelor's degree in a related area and at
least 3-5 years of experience in a web and print editing environment;
related experience may be considered.

Candidates should have a familiarity with a variety of the field's concepts,
practices, and procedures and rely on experience and judgment to plan and
accomplish goals. Typically, he or she reports to a manager or head of a
unit/department. A wide degree of creativity and latitude is expected.
