my guess is that there are no Pango shaper modules available for
the PangoFT2 backend that handle CJK fonts correctly. The PangoX
backend has way more shaper modules. It shouldn't be hard to port
the appropriate shaper module to PangoFT2.

But then, I'm only guessing and I don't have the Unicode book at
hand at the moment to check what Unicode ranges are present in 
CJK fonts.
