Sadly, there is no tridentfb in the Linux 2.4.x kernel.

Yes. Here is what VIA says about the driver:
   "By modifying the Red Hat Linux 7.3 XFree86-4.2.0 built-in display
   driver for VIA's chips VT8601T (PLE133T), VT8601A (PLE133), and
   VT8361 (KLE133), we offer an enhanced one that adds the support
   of VIA VT1621 TV encoder. In case the driver binary does not work
   properly or contains bugs, source code is available for users
   to modify or compile."
