AFAIK the only app that's using independant dual display setup on CLE266's hw is the s3utility provided (binary only :/) in latest VIA's driver packages.
getting our hands on its source would definitly help a lot, but since VIA still seems to release its binaries unstripped and with full debug statements (...) one skilled enough might get something useful by disassembling the s3utility binary...

There are two sets of VGA registers, so the hardware does support dual displays. And, you can control which display gets the video overlay. Neither viafb nor the directfb driver implements this (of course) ...
As the author of the CLE266 driver for DirectFB, I should be well suited knowledge-wise to write the code, but I fear that it could take more time than I have at the moment. I'd also have to buy a second CRT, or rather an LCD with VGA input due to space constraints. The one CRT I have is connected to my desktop, which isn't an EPIA-M. The EPIA-M is only connected to a TV.
Fortunately, there should be plenty of information in VIAs XFree86 driver that can be used to expand viafb for dual display. If you or someone else decides to take a stab at it, I am willing to answer questions and give direction. Please look at the Xfree86 driver first, before you make up your mind - the source code is quite large and could IMHO have better structure.
