        Perhaps you may want to look at plone (www.plone.org).
        It's more like an all in one solution but I've had very
        good results using it for this kind of thing.
        It's python/zope/cmf based so it may be kind of hard
        to integrate php with it. Its bug collector is stylish
        and easy so it should at least be good for an impression.
