I'm not entirely sure what you mean here.

Are you saying you have the same problems wih CPU load in Windows? I've 
never measured my system's performance in Windows.

DirectFB is very well accelerated on Matrox cards. mplayer -vo dfbmga 
certainly uses hardware acceleration for everything except copying the 
data. For some reason your mplayer spends too much time doing this 
(fast_memcpy_MMX2). That could indicate a problem with MTRRs but since 
they are fine on your system I'm not sure what's going on.
