Hi I had a problem that appeared like that. Check the actual *.pc files it creates. I had a problem with cairo-directfb.pc (I think - I have a bad memory! or it might have been cairo.pc) which had "Requires.private: ...". I changed "Requires.private ..." to "Requires: ..." and it should be better.
Also worth checking your *.la files that are generated with the libraries when cross compiling, I had to patch a few of those also. While running configure for installing GTK+ i get these errors. checking for DirectFB... configure: error: *** DirectFB 0.9.24 or newer and the cairo backend *** are required. The latest version of DirectFB is always available *** from http://www.directfb.org/. I've latest versions of Cairo and DirectFB installed. I've set the PKG_CONFIG_PATH to the folder where .pc files of all dependencies are available.
