I believe you want to look at rsync's --modify-window option which you
can pass to it via the dirvish .conf using:

rsync-option:
  --modify-window=60

I'm guessing 60 seconds would be appropriate for FTP since I know that
some deamons don't use seconds when listing timestamps - use whatever
resolution you need. I might be missing something else though...

Perhaps you might need permissions: 0 as well?
