Dear Maitry, since Ubuntu 18.04 sadly only ships the old GNU Radio 3.7.11, you would have to do a source build. You can't just download a binary.
It's probably much easier just to update to Ubuntu 18.10, and afterwards do "sudo apt install gnuradio" or use something with a nicer release cycle, e.g. current debian.
