You didn't properly install your GNU Radio or one of its dependencies,
or you've installed incompatible versions of the same software, or
something of the like.

You should do a clean install on a clean system. 

Since the 3.6 branch has long outlived its community support, I can
only wish you the best of luck, and reiterate what I usually say in
such circumstances:
It might be a good time to consider the time you invest into making old
software run on old infrastructure as a loss, compared to what you'd
gain trying to port the same software to a modern GNU Radio.
