I finally got things working. I removed everything gnuradio/rtl-sdr related and installed the current version of gnuradio and the osmocom stuff from source.

Hopefully there will be a new system at my disposal soon. I'll probably try a more current linux. Any suggestions as to the best one?

Since the 3.6 branch has long outlived its community support, I can
only wish you the best of luck, and reiterate what I usually say in
such circumstances:
It might be a good time to consider the time you invest into making old
software run on old infrastructure as a loss, compared to what you'd
gain trying to port the same software to a modern GNU Radio.
