Well you can use all that is in GNU Radio commercially. Some decoders not found in GNU Radio are in similarly licensed software projects like the Linux kernel or IT++.

Could you recommend commercial C++ libraries for CCSDS Reed-Solomon, Viterbi, LDPC, and Turbo? Preferably, I'm looking for those libraries that have already been optimized with SIMD (or Intel IPP).
