Reading through the email discussion on discuss-gnustep from 2004-1,
posted by Adam Fedor, I feel like we should at least use a Windows
"native" GNUstep.ini file (in .ini format), with exactly similar usage
as GNUstep.conf on *NIX.

Not sure if the full-time Windows+GNUstep users feel strongly one way
or the other, though; in the end, both are just text files.
