to make". If I add a target name after the word make I get an error message
saying it doesn't know how to make the target name.

Does anyone know what my problem might be?  Should the gnustep-make-2.0.0
directory be somewhere specific?

 There is nothing to make in gnustep-make.
 Just do './configure' and 'sudo make install'.
