The source files all have a LGPLv2.1 or later header, there just wasn't a 
COPYING file.

Karl: The initial commit (from 1999) is in your name and does have a FSF 
copyright header.  If you didn't assign copyright to the FSF formally, then I'm 
not sure why this is the case.
