I don't think that kwin is the issue here. I am using kwin as my
main window manager myself. (For no particular reason, KDE is just
the best supported environment on OpenSuse)
And if I would notice such a delay on my system, I would work hard
to fix it.
My hard drived so I had to rebuilt everything from scratch under a
fresh install of kubuntu and now menus work normally...
Now that is a unlikely positive side effect of a crashed hard drive :-)
