There also needs to be a way to structure the documentation ("this is
chapter 1", "this is chapter 1.2.2", etc).

Yes using SimpleWebKit/Vespucci.app or a Firefox engine with wrapper
sounds good,
but I did not find source code for the latter effort (even though it was
mentioned on list).
One fundamental difference of such app from a help viewer is ability to
show a list of available documentation, and to search it.
