Hello Robert,
Spamcop.net has a method for you to report claims that do not meet the
terms of their service, and mailing lists messages like yours are
clearly spelled out as against their service.
They will warn the user, and if they get another complaint for making
a false claim they will lose access to the service.
As you can tell, I've gone through that a couple times.
