IF there are no other names in the space blocking her, she should have that
name reserved for her. She can register it normally on your site, but you
have to be using the latest client code - it has a template that requires
you to associate the new domain with the old domain (has to be the same
"Registrant") There is a charge, it's a new name, and she cannot "upgrade
and release", she has already paid for the .on.ca one, and gets to keep it
(no obligation to renew).
This is my understanding, CIRA may have a wrench in the works somewhere.
