William, or someone, please clarify.

Who, including all "accessees", exactly, has access to the zone files?  Is,
according to ICANN policy, misuse of information stemming from direct
access to those zone files, prohibited?  I don't think I, for instance,
have access to do a "diff" on the zone files, in a format that is a list of
domains newly registered?
