I think you can get the required support from all over the world.
Tucows have a huge network (as far as i have heard) and have many ISP's
working with you.
It will be comparitively easier for you to do this kind of a job than any
other cooperative.
It can be made a full functional TLD ! Dream comes true :)
Maybe someday we get this "commodity" free as it should have been from the
first day !
