Direct registrations

Hello,
        i have my reg_system.cgi fully up and running ... however, i do want direct
registraition
of domains for direcct public, but only for those who have done pre-payment
...

is that possible in any way ?

does register.cgi do dorect registration ?? if yes, if i password protect
register.cgi with .htaccess
and then give pass only to prepayment customers, will it solve my purpose ??
