First, it's not an either or decision. ASP is a scripting language, mysql
is a database.

Second, whois is a standalone server. This fact renders ASP, a web-oriented 
scripting language somewhat suboptimal for creating a whois server out of.

Third, why reinvent the wheel?

ftp://ftp.ripe.net/ripe/dbase/software/ contains code for a functional
whois server. I have little doubt that it could do with some updating(such
as using a real relational DB backend) however it looks like a good place
to start.
