Transfers are not being updated since the new server code rollout

Yesterday a serious problem was brought to my attention.  I e-mailed
OpenSRS support but they sort of brushed it off as a non-issue.

Since the server upgrade, transferred domains are not being changed from
"pending registry approval" to "completed" even though the registry shows
the registrar for all of these domains is TUCOWS.  Since OpenSRS does not
show them as completed, the domain holder cannot make changes and they do
not show up in OpenSRS whois.

I am posting this to the list so others can spot check their domain
transfers.  I will send a list of a few domains privately so you can see
what I mean.
