As I indicated, it will only give you the domains,  -- if that handle 
was used on an invoice for that domain --...  so let's say we do:

1/1/95 Create domain EXAMPLE.COM with handles FOO-1, FOO-2, FOO-3
8/6/96 Request NIC-Handle report for FOO-1.. that'll work great, 
FOO-1 was on the 1/1/95 invoice
8/7/96 Change handles to BAR-1, BAR-2, BAR-3
10/1/96 Request NIC-Handle report for BAR-1.

EXAMPLE.COM will be missing from the report.

I have seen this happen multiple times with domains where I was added 
as the technical contact post-billing, and it seems to be an inherent 
flaw in NSI's system near as I can tell.
