Name Availability

Hi,

I have a question about name availability.  Specifically, 
the way in which names are released.

When NSI releases names, is it always done in the same 
sequence?  In other words, do they always go from "in 
use" to "on hold" to "expired" to "available"?  Or...

Do they sometimes go from "in use" to "expired"?

Or from "in use" to "available"?

Or "on hold" to "available"?  etc...

Anyone know??
