It's most likely because of the 4th-level domains that had to be used
prior to the CIRA changeover for companies that weren't even
provincially incorporated. For example, we have one township that has
the domain name of town.gibsons.bc.ca. If they were to upgrade their
domain, they could get gibsons.ca. If CDNNet's search engine could do
"fuzzy searches" still, you could check to see how many
something.toronto.on.ca domains are registered. I think the problem you
describe is in the same vein as if there was something.bc.ca and
something.on.ca -- neither provincial variant would be able to upgrade
to something.ca, and there's way too many something.toronto.on.ca
domains to allow just one to grab the 2nd-level version.
