It's not a scam and its not a lie. Sure the .la 2 letter domain is
assigned as Laos, but they have contracted out their TLD for public
registration, much as co.uk permits anyone from anywhere to register
domains under their domains.
Domains get their "meaning" in their use, and that doesn't have to be
the same for everyone. If .la makes sense to mean LA for my purposes,
thats not a scam or a lie, it's really just being practical.
