Are you sure about this?

ICANN policy puts the onus on the acquiring registrar to verify the
authenticity of the transaction and requires that the losing registrar
simply ACK unless there are issues of non-payment or other administrivia
that needs to be cleared up prior to letting the transfer go through.

If you are correct, CORE has implemented a significant (and out-of-scope)
barrier to customers that wish to leave them.
