How about this for a work-around for bulk tech contact updates:

Add a facility to request a change of tech contact information across all
OpenSRS domains, based on the current email address of the contact.  A
verification email would be sent to that address, similar to the one for
registrar transfers.  If the verification is acknowledged, the changes are
made.  If the current address is not functional, it could be handled just
like admin contact addresses are currently (fax signed by registrant and
RSP).  Customers who have changed the tech contact to someone else would not
be affected.

I see little danger, since the tech contact is mostly "cosmetic" and has no
power to make changes (at OpenSRS).  We would all like to have current
information listed in whois without asking each customer to enter it for us.
