This is very interesting, as we have just had a client want to do a
transfer to us, and he is getting billed from NSI, yet when we do a
lookup it is registered through TuCows....

He says that he has not touched it for about 3 months (as far as any
changes to the domain name go, and he is using the listed company
(seagulls) as a hosting provider. He has not autorized any changes what
so ever to trnasfer anything. There seems to have been a change to the
record on the 10-Jan-01.
Has us beat, we have just put in a transfer request and it did not say
that it was with another RSP, so it seems we can transfer it from
wherever it is actually sitting.
