We are not supplied with the tools to provide IP addresses for ccTLD name
server hosts.
We can only "inform" the root registry of the existence of said nameserver -
the registry is supposed to then fill in the pieces, as it 'owns' the glue
for these records....
As for how that backend process works.... it's beyond me :)
