Well, I've actually been involved in the setup of a ccTLD registry. I
really do not think that either .tv or .to are attractive enough for
a company to run a serious ecommerce site with. Most of the ones that
try are half assed attempts trying to capitalize on the fact that they
think the domain is cute, but consumers have, for the most part,
rejected these domains as serious sites.
At $50/yr, for a serious site, you are right, its not that much
compared to the other costs, but the fact is that only amateurs or
startups or those who are not serious about setting up a real
commercial operation tend to register in these ccTLDs, and for that
market they are way overpriced.
