Found it!
I selected "use SSL 2.0," in advanced options, and all is well now. Only
3.0 was previously selected. Now, how it got that way, or whether it
actually did change recently is beyond me. Heck, everything worked fine
last week.
Oh well, At least I can use IE for the reseller interface now. I'm really
no fan of Netscape!

I must have answered this a dozen times.
IE does this every know and then.
Go to the Tool menu and select internet options.
In the options there is a place to delete all temporary internet files.
Do this (I know a lot of people do not like to do this)
If you do do it, it will work immediately.
