The uniqueness for name servers is enforced both on the name and on the IP
address. That is to say:
ns.domain.com can only point to one address as a "registered" name server
*AND*
any given IP address can only be associated with one host name
(ns.domain.com)
It's *NOT* possible to have:
ns.domain.com 12.34.56.78
and
ns.domain.net 12.34.56.78
Hope that helps (although I doubt it's what you wanted to hear).
Regards,
Eric Longman

Subject: nameservers for org.uk
(This mail has been sent to support as well, but I thought others want
to share their thoughts as well :)
Hello,
I wanted to set "ns2.myserver.com" - a nameserver which has been
registered through Tucows, but without an IP address (which is normal,
as I was told by your support) - as nameserver for an org.uk domain.
However, I get a "registry error" when doing so.
Is it because ns2.myserver.com has the IP address 123.45.678.900, and
so does ns.myotherserver.com do, which is registered via Network
Solutions?
Might that be the reason why ns2.myserver.com isn't listed with an IP
address in the InterNIC database?
Anyone who registered a nameserver through TUCOWS: is it listed with
or without an IP address at InterNIC?
Thanks,
Florian
